Take ownership of $20M+ construction and capital project sourcing initiatives while helping build the procurement function of a growing gas utility. This is an opportunity for an experienced construction procurement professional to move beyond transactional purchasing and influence commercial strategy, complex contracting, supplier performance, cost optimization, and supply chain resilience. The Procurement Manager will provide strategic sourcing and supply chain leadership for major construction projects, materials, and services. This hands-on role will partner with business leaders throughout the contract lifecycle, developing sourcing strategies, negotiating commercial terms, managing supplier performance, and ensuring procurement activities support operational, financial, and project objectives.
Responsibilities
- Lead sourcing and procurement activities supporting construction projects and services valued at $20 million+.
- Develop commercial procurement strategies and contracting plans aligned with capital project and operational requirements.
- Lead competitive sourcing, supplier evaluation, negotiation, contract placement, and implementation.
- Optimize pricing, commercial terms, performance standards, service levels, and total value.
- Analyze market conditions, supplier innovations, rates, incentives, and cost drivers to inform sourcing decisions.
- Manage strategic material procurement and vendor relationships in partnership with business stakeholders.
- Establish supplier performance frameworks, KPIs, and business review processes.
- Provide contract lifecycle oversight, including compliance, change orders, claims, disputes, and resolution.
- Leverage aggregated spend to improve pricing, contractual terms, and supplier service levels.
- Partner with business units to ensure early and effective Supply Chain involvement in project planning.
- Incorporate diverse and local suppliers into sourcing strategies in alignment with procurement requirements.
- Identify opportunities to streamline procurement workflows and improve operational efficiency.
Qualifications
- Bachelor’s degree in Supply Chain, Business, Accounting, Engineering, Finance, or a related discipline required; MBA preferred.
- 10+ years of combined experience in supplier contracting, construction procurement, capital projects, renewable energy, or related supply chain functions, or 15+ years of relevant experience instead of a degree.
- 4+ years of capital projects contracting and procurement experience required.
- Utility, chemical, or oil and gas procurement experience preferred.
- Experience developing and executing sourcing strategies for large construction or capital project spend.
- Demonstrated experience with commercial negotiations, complex contracts, supplier performance, change orders, claims, and dispute resolution.
- Proficiency with sourcing/procurement platforms such as SAP, Ariba, Oracle, Coupa, or PowerAdvocate and Microsoft Office.
- Knowledge of gas utility materials, equipment, and services is highly desirable.
- Experience working within regulated environments is preferred.
- Experience developing and managing supplier and procurement KPIs.
