The Senior Sourcing Specialist will lead complex sourcing events and commercial negotiations within a large-scale energy environment. Based in downtown Houston with remote Fridays, this role will independently develop RFPs, evaluate bids, negotiate supplier agreements, and produce award recommendations supporting critical construction, engineering, and operational requirements. The Senior Sourcing Specialist will partner closely with Engineering, Operations, Project Management, and business stakeholders while applying strong commercial judgment and analytical expertise to sourcing decisions.
Responsibilities
- Lead end-to-end sourcing initiatives supporting Construction, Electrical, Engineering Services, and related categories.
- Develop sourcing strategies based on technical requirements, supplier markets, business needs, and project timelines.
- Create complete RFQ/RFP packages, including scopes of work, commercial requirements, evaluation criteria, and supplier instructions.
- Lead supplier bid evaluations using weighted scorecards, total cost of ownership analysis, and structured commercial comparisons.
- Develop documented, defensible supplier award recommendations for internal approval.
- Lead commercial negotiations, including development of BATNA, target positions, walkaway positions, and supplier leverage assessments.
- Manage supplier Q&A, clarifications, contract redlines, Legal reviews, and open commercial issues.
- Conduct supply market research and assess pricing trends, capacity, lead times, supplier concentration, and supply risks.
- Lead supplier qualification activities and support ongoing supplier performance management.
- Partner with Engineering, Operations, and Project Management to establish technical requirements, demand forecasts, and sourcing timelines.
- Identify supply chain and commercial risks and develop recommended mitigation strategies.
- Support and mentor less experienced sourcing professionals on sourcing practices and work product.
Qualifications
- Bachelor's degree in Supply Chain, Business, Engineering, Finance, or a related field required.
- 5–9 years of sourcing, procurement, or supply chain experience required.
- Oil and gas industry experience required.
- Proven experience independently developing and executing complete RFP/RFQ packages.
- Experience managing bid evaluations and developing supplier award recommendations.
- Demonstrated commercial negotiation experience with suppliers.
- Strong analytical experience with weighted scorecards, total cost of ownership analysis, and supply market assessments.
- Experience sourcing construction, electrical, engineering services, engineered equipment, capital equipment, or technical materials preferred.
- Experience working with Engineering, Operations, Project Management, and other cross-functional stakeholders.
- Strong written communication skills with experience developing sourcing documentation and supplier correspondence.
- SAP or comparable ERP experience preferred.
