Primary Services is excited to announce the role of Project Procurement Manager for a large, established client in the public utilities sector. This position supports a major organization with an extensive portfolio of facilities construction initiatives. The Project Procurement Manager will play a critical role in ensuring construction projects are delivered on time and within budget by leading procurement strategy across current and future capital projects.
Responsibilities
- Lead end-to-end procurement activities for facilities construction projects, including new builds, renovations, and infrastructure upgrades.
- Develop and execute sourcing strategies aligned with project schedules, budgets, and quality requirements.
- Manage vendor identification, evaluation, contract negotiation, and onboarding.
- Partner with project managers, engineers, and finance teams to forecast materials and services demand.
- Oversee supplier performance, address delivery or quality issues, and ensure contractual compliance.
- Ensure procurement activities align with corporate policies, regulatory requirements, and safety standards.
- Identify cost-reduction opportunities and implement risk mitigation strategies across procurement efforts.
- Coordinate procurement timelines to support multiple concurrent construction projects.
Qualifications
- Minimum of 5 years of procurement experience supporting construction or facilities projects.
- Demonstrated experience with sourcing strategies, contract negotiation, and supplier management.
- Bachelor’s degree in Supply Chain, Business, Construction Management, or a related field preferred.
- Experience supporting capital projects for large or highly regulated organizations.
- Proven ability to manage procurement across multiple projects simultaneously.
- Proficiency with procurement or ERP systems such as SAP or Oracle preferred.
- Working knowledge of regulatory and compliance requirements related to construction procurement.
